Applicable range of "Skilled Labor"

It is stipulated as "activities engaged in work that requires skilled skills belonging to a special industrial field, which is carried out based on a contract with a public or private institution in Japan."

Criteria for a "Skilled Labor" to be granted

It is required that the applicant's job description falls under any of the following items 1 to 10 and that he / she receive a remuneration equal to or higher than that of a Japanese person who is doing the same job.

Item 1 (cook)

Skills related to cooking or food manufacturing that are devised in foreign countries and are engaged in work that requires special things in Japan and fall under any of the following (excluding those listed in item 9).
a)Those who have more than 10 years of work experience in the skill (including the period of majoring in the cooking of the food or the manufacturing of food at a foreign educational institution)
b)Persons subject to the provisions of Annex 7 Part 1 A Section 5 1 (c) of the Agreement between Japan and the Kingdom of Thailand on Economic Cooperation

Cooking and manufacturing skills need to be devised in foreign countries and not very popular in Japan.
(Example) International cuisine such as Chinese food, French food, Thai food, pastry chef, etc.

Item 2 (building engineer)

10 years or more of skills related to construction or civil engineering peculiar to foreign countries (5 years in the case of a person who is under the direction and supervision of a foreigner who has 10 years or more of work experience in the work requiring the skills) Those who have practical experience (including the period when they majored in the subject related to architecture or civil engineering at a foreign educational institution) and who are engaged in the work requiring the skill.

In addition to skills related to traditional architectural styles peculiar to foreign countries, skills related to architectural styles and construction methods that have been newly devised in foreign countries and are not yet widespread in Japan fall under this category.

Item 3 (manufacturing and repair of foreign-specific products)

A person who has more than 10 years of practical experience in the skills related to manufacturing or repairing products peculiar to foreign countries shall be engaged in the work requiring the skills.
Working experience includes the period of majoring in the subject related to manufacturing or repairing the product at a foreign educational institution.

"Products peculiar to foreign countries" are products that are rarely manufactured in Japan.

Item 4(jewelry, precious metal, fur processing)

Those who have more than 10 years of work experience in the skill related to the processing of gems, precious metals or fur, and who are engaged in the work requiring the skill.
Working experience includes the period when they majored in the subject related to the processing at a foreign educational institution.

The process of making gems from rough stones and fur from animals is also applicable.

Item 5(animal training)

Those who have more than 10 years of work experience in animal training skills (including the period when they majored in animal training subjects at a foreign educational institution) and are engaged in work that requires the skills.

It does not have to be a "foreign-specific" skill.

Item 6(oil, geothermal, etc. mining survey)

Persons with more than 10 years of practical experience in seafloor drilling for oil exploration, drilling for geothermal development, or seafloor geological survey for seafloor mineral exploration, and engaged in work requiring such skills.
Working experience includes the period of majoring in subjects related to seafloor drilling for oil exploration, drilling for geothermal development, or seafloor geological survey for seafloor mineral exploration at a foreign educational institution.

Item 7(pilot)

A person who has a flight history of 250 hours or more regarding the skills related to maneuvering an aircraft, and as a pilot on board an aircraft for air transportation business prescribed in Article 2, Paragraph 18 of the Aviation Law (Act No. 231 of 1952).

Item 8(sports instructor)

Persons with at least 3 years of work experience in sports instruction skills (including the period of majoring in a subject related to sports instruction at a foreign educational institution and the period of engaging in the sport with compensation) Or a person equivalent to this (specified by the Minister of Justice with a notice) who is engaged in work requiring the relevant skill or who has participated in Olympic competitions, world championships and other international competitions as a sports athlete , and are engaged in the work requiring the skill of sports instructor.

Item 9(wine appraisal, etc.)

A person who has more than 5 years of practical experience in the skills related to the appraisal, evaluation and maintenance of the quality of wine and the provision of wine (hereinafter referred to as "wine appraisal, etc.") and engages in work requiring such skills.
Furthermore, those that fall under any of the following.
Work experience includes the period of majoring in subjects related to wine appraisal, etc. at a foreign educational institution.

a)Those who have achieved excellent results in competitions held on an international scale (hereinafter referred to as "international sommelier competition") related to skills related to wine appraisal, etc.
b)Those who have participated in the International Sommelier Competition (limited to competitions where the number of participants is limited to one per country).
c)Persons who have qualifications certified by the national government (including foreign countries) or local public organizations (including foreign local public organizations) or similar public and private organizations regarding skills related to wine appraisal, etc., as determined by the Minister of Justice.
