Launch of the "Specified Residence Card" System Starting June 14, 2026
Based on the "Act to Partially Amend the Immigration Control and Refugee Recognition Act," which was promulgated on June 21, 2024, the new "Specified Residence Card" (Tokutei Zairyu Card) system will officially begin on June 14, 2026.
This Specified Residence Card integrates the My Number Card with the Residence Card. Previously, after renewing a period of stay, individuals had to visit their local municipal office separately to update their My Number Card. With this integration, the process can be completed in a single procedure, offering greater convenience for residents.
In conjunction with the launch of the Specified Residence Card, the standard Residence Card will also be updated to a new format.
The major differences between the new formats (both the Specified Residence Card and the new standard Residence Card) and the current version are as follows:
- Removal of Printed Information:
The "Period of Stay," "Type of Permit," "Date of Permission," and "Date of Issue" will no longer be printed on the face of the card. This information will instead be recorded on the card's IC chip and can be verified using the "Residence Card Reader Application." - Facial Photos for Children (Aged 1 and Over):
Facial photos will now be displayed on the card for all individuals aged 1 and older. Under the previous system, those under the age of 16 did not have a photo on their Residence Card.
Please note that for new arrivals, the Residence Cards issued at certain airports will be the new format standard Residence Card, rather than the integrated Specified Residence Card.
