Tuberculosis Clearance Certificate Will Be Required for Indonesian Nationals

Japan has been gradually introducing pre-entry tuberculosis (TB) screening for foreign nationals who intend to stay in Japan for a medium to long term.
The implementation schedule for Indonesia has now been announced. Medical examinations at designated panel clinics are scheduled to begin on November 2, 2026, and the submission of a “TB Clearance Certificate” will be required from January 4, 2027.
In principle, the requirement applies to Indonesian nationals who intend to enter Japan for a medium- to long-term stay.
Under the pre-entry TB screening program, applicants must undergo a medical examination, including a chest X-ray, at a medical institution designated by the Japanese government in Indonesia before entering Japan. If the examination confirms that the applicant does not have active tuberculosis, a TB Clearance Certificate will be issued.
In principle, the TB Clearance Certificate must be submitted when applying for a Certificate of Eligibility (COE). In cases where a visa application is made without obtaining a COE, the certificate must be submitted when applying for a visa at a Japanese embassy or consulate.
However, even Indonesian nationals may be exempt from the screening requirement if, for example, they can provide a residence permit or other official document showing that their current place of residence is in a country or region that is not subject to the pre-entry TB screening program.
In addition, foreign nationals entering Japan under the “Specified Skilled Worker” status of residence are currently exempt from the pre-entry TB screening requirement. Therefore, Indonesian nationals entering Japan as Specified Skilled Workers are not currently required to submit a TB Clearance Certificate.
When bringing a foreign national to Japan from Indonesia on or after January 4, 2027, it is important to confirm whether the person is subject to the pre-entry TB screening requirement before applying for a Certificate of Eligibility (COE).
